See Angels Towards Death
Is it true that a person who near to die can see an angel?

Answer:
Bismillah was shalatu was greetings' ala Rasulillah, wa ba'du,
Allah says in Surat al-Furqan,
يَوْمَ يَرَوْنَ الْمَلَائِكَةَ لَا بُشْرَى يَوْمَئِذٍ لِلْمُجْرِمِينَ وَيَقُولُونَ حِجْرًا مَحْجُورًا
The day they see the angels - no good tidings will there be that day for the criminals, and [the angels] will say, "Prevented and inaccessible."
[1] That they saw angels near death
[2] That they see angels on the Day of Judgment.
Ibn Kathir said,
بل يوم يرون الملائكة لا بشرى يومئذ لهم, وذلك يصدق على وقت الاحتضار حين تبشرهم الملائكة بالنار, وغضب الجبار ... وهذا بخلاف حال المؤمنين في وقت احتضارهم, فإنهم يبشرون بالخيرات, وحصول المسرات
"But they saw angels, and there was no good news for them. And that is precisely when this incident is understood at the time of death, when angels threaten them with hell and the wrath of God ... and this is different from the condition of believers when nearing death, they get good news with goodness, and will get pleasure. "
Then Ibn Kathir mentioned the second opinion,
وَقَالَ آخَرُونَ: بَلِ الْمُرَادُ بِقَوْلِهِ: (يَوْمَ يَرَوْنَ الْمَلائِكَةَ) يَعْنِي: يَوْمَ الْقِيَامَة. قَالَهُ مُجَاهِد ، وَالضَّحَّاكُ ؛ وَغَيْرُهُمَا.
Then he commented,
ولا منافاة بين هذا وبين ما تقدم, فإن الملائكة في هذين اليومين يوم الممات ويوم المعاد تتجلى للمؤمنين وللكافرين, فتبشر المؤمنين بالرحمة والرضوان, وتخبر الكافرين بالخيبة والخسران, فلا بشرى يومئذ للمجرمين
And this second opinion does not contradict the previous opinion. Because the angels in these two days, the day of death and the day of resurrection, they appeared to believers and unbelievers. Then they give good news in the form of grace and pleasure to the believers. And they preach to infidels with accidents and losses. There is no good news for those who diligently sin at that time. (Tafsir Ibn Kathir, 6 / 101-102)
Al-Hafidz Ibn Kathir's explanation implies that nearing death, sometimes humans see angels.
Then, mentioned in the history of Ibn Abbas, Allaah 'anhuma , he said,
إِنَّ الْمُؤْمِنَ إِذَا حَضَرَهُ الْمَوْتُ شَهِدَتْهُ الْمَلَائِكَةُ فَسَلَّمُوا عَلَيْهِ وَبَشَّرُوهُ بِالْجَنَّةِ
Indeed, when the servant of the believer at the time of his death, will be witnessed by an angel, and they will greet the believing servant, and give glad tidings with heaven.
(Tafsir at-Thabari, 13/664).
The angel greeted the believer before his death.
Will this believer answer?
Ibn al-Qoyim mentioned in his book ar-Ruh,
وقد سُمع بعض المحتضرين يقول: أهلا وسهلا ومرحبا بهذه الوجوه.
وأخبرني شيخنا عن بعض المحتضرين ، فلا أدرى أشاهده أم أخبر عنه؟ أنه سُمع وهو يقول: عليك السلام ها هنا فاجلس ، وعليك السلام ها هنا فاجلس ...
Our teacher told me about the events that happened to some people towards his death, I don't know whether he witnessed it directly or just quoted the news, that hearing the voice of the person who was about to die said, " ’wa ’alaikas salam, please sit here ... wa ’alaikas salam, please sit here ... "(ar-Ruh, p. 64).
