Answer:

Bismillah was shalatu was salamu 'ala Rasulillah, wa ba'du,

When the person entering the infaq into the mosque box without any description, he understands that this infaq will be used for the benefit of the mosque.
Unless it says otherwise. For example, it says: " Donation for Rohingyas " or something like that.

keep in mind that the infaq is intended for mosques, it should not be used for other than the interests of the mosque. When takmir (mosque board) uses it for other than the purpose of the pilgrims (Ummah), meaning takmir (mosque board) has violated the mandate.

Therefore, mosque infaq funds should only be used for mosque purposes, either for operational costs or for supporting mosque activities.

In the Islamic fatwa declared,

The treasure that is given to take care of the needs of the mosque is the property of waqf. It is not permissible for the manager (mosque boardto borrow the property, either for personal gain or to be borrowed (as a debt) to others. The manager (mosque board) of the mosque's treasures gets the trust to keep this treasure, to be allocated to the interests of the infaq.

Also once posted a question addressed to Lajnah Daimah,

هل يجوز أخذ الوقف (إكمال المسجد مثلا) وصرفه على المساكين, مع العلم أن هذا الوقف مخصص لبناء المسجد?

Can it take the waqf of the mosque and give it to the poor. While it is necessary to note that the money is a waqf for the construction of mosques.

Answer Lajnah Daimah:

Wakaf money, if intended for a particular program, such as a mosque, should not be used for non-mosques. Unless the mosque receiving this infaq is not working. There is no prayer there, because the inhabitants around it do not exist. So infaq can be moved to another mosque, through official recommendations that deal with related issues.

All taufiq belong only to God. Wa sallallaahu 'ala Nabiyyina Muhammadin wa aalihi wa shahbihi wa sallam.

Fatwa Lajnah no. 15920. Signed by: Chairman: Shaykh Abdul Aziz bin Baz

Meanwhile, breaking the fast does not include mosque activity, although it may be done in the mosque. People can bring food to the mosque and then invite their friends or neighbors to break the mosque. But this is not a mosque activity. Therefore, it should NOT be taken from cash infaq mosque.

Solutions & Suggestions

If takmir (mosque board) mosque intends to organize an iftar (Break the fasting) activity together, there is no harm when takmir open donation opportunity from the congregation. It's just takmir (mosque board) must put an announcement in the infaq box provided.

For example, in one of the box infak written announcement:

"Infak to break the fast during Ramadan"

So when the donor gives the money, he/she has understood that the fund will be earmarked for activities as written. or maybe takmir (mosque board) can make announcement for Ummah or local communities for donation (food, drink, raw ingridient or anything else for help other in iftar (Break the fasting))

Thus, Allahu a'lam.
