Bismillah was shalatu was salamu 'ala Rasulillah, wa ba'du,
There are some propositions that advocate wearing the best clothes during the feast of Eid al-Fitr and Eid al-Adha.
Among his arguments, the hadith from Ibn Umar Radhiyallahu ' anhuma, that Umar once took the robe from the thick silk that was sold in the market, then he brought it to the Messenger of Allaah alaihi wa sallam,
يا رسول الله ابتع هذه تجمل بها للعيد والوفود
O Messenger of Allah, buy this robe, you can use to dress up when Eid (feast) and when welcoming guests.
But the Prophet sallallaahu 'alaihi wa sallam rejected it, because the clothes were made from silk,
إنما هذه لباس من لا خلاق له
"This is the garment of the unbelievers who have no share in the Hereafter."
(Narrated by Bukhari 948, Muslim 2068 and others).
As-Sindi in the note in sunan an-Nasai states,
منه علم أن التجمل يوم العيد كان عادة النبي صلى الله تعالى عليه وسلم فعلم بقاؤها
From here it is known that dressing up when Eid is a tradition that has become their habit, and it is not denied by the Prophet sallallaahu 'alaihi wa sallam. So it is concluded that the tradition is still valid.
(Hasyiyah as-Sindi, 3/181).
Can this habit be called sunnah?
Al-Hafidz Ibn Hajar mentioned,
رَوَى اِبْن أَبِي اَلدُّنْيَا وَالْبَيْهَقِيُّ بِإِسْنَادٍ صَحِيحٍ إِلَى اِبْن عُمَر أَنَّهُ كَانَ يَلْبَسُ أَحْسَنَ ثِيَابِهِ فِي اَلْعِيدَيْنِ
Ibn Abid Dunya and al-Baihaqi narrated it with a Shahih sanad to Ibn Umar, that he used the best clothes during the feast.
(Fathul Bari 2/439)
This indicates that the ornamental when the feast includes the sunna of the pious person in the past.
Imam Ibn Uthaymeen said,
يسن للرجل في العيد أن يتجمل ويلبس أحسن ثيابه
It is recommended for men to decorate when Eid, and wear the best clothes.
(Majmu 'Fatawa Ibn Utsaimin, 13/2461)
Should we owe it if we do not have money to buy new clothes?
Distinguish between decorating with new clothes. The conclusion of the above information is decorated when Eid (feast). By using the best clothes. Without any information, whether to dress new or old clothes. Although with new clothes, generally better.
So, if you do not have the money to buy new clothes, no need to be forced to debt. As long as you have a good outfit, please be well cared for, and make it as your outfit when Eid (feast) day.
