Legal Women Wearing Long Trousers
Question :
Is it true women are forbidden to wear trousers without wearing a (long) skirt?
Answer:
Bismillah was shalatu was salamu 'ala Rasulillah, wa ba'du,
Allah distinguishes between men and women. Allah affirms,
وليس الذكر كالأنثى
"But when she delivered her, she said, "My Lord, I have delivered a female." And Allah was most knowing of what she delivered, "And the male is not like the female. And I have named her Mary, and I seek refuge for her in You and [for] her descendants from Satan, the expelled [from the mercy of Allah ]."
What God declares is justice and is in line with human nature. Therefore, likening between men and women is tyranny (Dzalim) and deviates from nature.

Among the differences is the difference in dress. Men's clothing is different from women's clothing. Even the Prophet sallallaahu 'alaihi wa sallam cursed men who wore women's clothing and vice versa.
Abu Hurairah Radhiyallahu 'anhu said,
أن رسول الله -صلى الله عليه وسلم- لعن الرجل يلبس لبسة المرأة والمرأة تلبس لبسة الرجل
"Prophet sallallaahu 'alaihi wa sallam cursed men dressed in women and women dressed in men."
(Narrated Ahmad 8309 and validated Syuaib al-Arnauth).
In addition, women's clothing absolutely should not show body curves. No exception to the foot. So it should be covered by a skirt or something.
Sahabah Usamah bin Zaid Radhiyallahu 'anhuma said,
كساني رسول الله صلى الله عليه وسلم قبطية كثيفة كانت مما أهداها دحية الكلبي, فكسوتها امرأتي, فقال لي رسول الله صلى الله عليه وسلم: "ما لك لم تلبس القبطية? "قلت: يا رسول الله, كسوتها امرأتي. فقال لي رسول الله صلى الله عليه وسلم: "مرها فلتجعل تحتها غلالة, إني أخاف أن تصف حجم عظامها
"Prophet Sallallahu 'Alayhi Wa Sallam once gave me thick Qutbiyyah clothes. Clothes were awarded first by Dihyah Al-Kalbi to Him. Then I give the clothes to my wife. One time the Prophet Sallallahu 'Alayhi Wa Sallam asked me,' Why is not the Qutbiyyah clothes you wear? '. I replied, 'The clothes I give to my wife, O Messenger of Allah'. He said, 'Have her wear a double dress in it because I fear that Qutbiyyah depicts her body curves'. "
(Narrated Ahmad 21786 declared Syuaib al-Arnauth - can be judged, Hasan).
Qubthiyah term to refer to the product of qibthi origin, the population of Egypt.
In the above hadith, the Prophet Sallallahu 'Alayhi Wa Sallam did not allow Usamah bin Zaid when he gave the cloth to his wife. Because he understands, the cloth if used women, can show curves.
Based on the above information, the Ulama forbid women from wearing pants without a cloth (or skirt) covered.
Shaykh Dr. Abdullah bin Jibrin was once asked about the law of women wearing pants.
His answer,
لا يجوز للمرأة عند غير زوجها مثل هذا اللباس لأنه يبين تفاصيل جسمها, والمرأة مأمورة أن تلبس ما يستر جميع بدنها لأنها فتنة وكل شيء يبين من جسمها يحرم إبداؤه عند الرجال أو النساء والمحارم وغيرهم إلا الزوج يحل له النظر إلى جميع بدن زوجته, فلا بأس أن تلبس عنده الرقيق أو الضيق ونحوه والله أعلم.
"It is not permissible for a woman to wear such a garment in the presence of a man who is not her husband. Because such clothing can describe her body shapes. And the woman is commanded to cover her whole body, because she is a slander (temptation). And all clothing that can describe a woman's body shape should not be worn in the presence of men, or women, or mahrams and those other than them. Except the husband, he can see his wife all over her body. So in the presence of a husband may use a tight clothing or something like that. Wallahu a’lam"

If women wear pants but not covered with outerwear, not allowed. But if wearing trousers or pants only for underwear and will be covered with other clothes or long skirt that is covered, no problem.
